Abstract

This report covers the African Development Bank Group's Country Strategy Paper (CSP) for Chad for the period 2026-2031. It analyses recent developments and prospects, presents the portfolio performance review, experiences and lessons learned, and defines the strategy that will guide the Bank's support until end-2031. This CSP’s strategic direction was endorsed by the Committee on Operations and Development Effectiveness (CODE) on 11 May 2026 when examining the 2015-2025 CSP Completion Report. Based on the AfDB's Ten-Year Strategy (TYS 2023-2033) and Four Cardinal Points, the CSP aligns with the Government's vision set out in Chad’s new National Development Plan 2024-2030 (Tchad connexion 2030), adopted in May 2025, the AU’s Agenda 2063, the MDGs and the document "Refining the Bank's Strategic Direction - A Proposal to Strengthen the Bank's Selectivity", approved by the Board of Directors in May 2021. It captures the outcome of consultations held with government, the private sector and civil society. The strategy also drew on consultations with IDEV conducted as part of the validation of the 2015–2025 CSP Completion Report.
