Launch of New EU INTPA-funded Regional Programme within the IGAD Support Platform

The European Union (EU) has allocated EUR 12,000,000 to the UN Refugee Agency (UNHCR) and the United Nations Human Settlements Programme (UN-Habitat) to advance the operational track of the IGAD Support Platform, launched in 2019.

Running from April 2026 to September 2028, the regional programme will advance sustainable and climate-responsive interventions in Ethiopia, South Sudan and Sudan by strengthening the capacity of host states to manage forced displacement and returns and building the resilience, self-reliance and protection of displacement-affected communities towards durable solutions.

Key deliverables focus on strengthening institutional capacities to manage forced displacement and returns and advancing data-driven planning, as well as supporting displaced-led organizations. Investments will focus on improving access to protection, civil documentation, and providing housing land and property support. Investments will also seek to expand the availability of climate-resilient services and livelihood opportunities, through upgrading water and sanitation infrastructure, clean energy access, and environmental restoration.

The regional programme’s activities will be area-based and delivered in partnership with local authorities, municipalities, and displaced and host communities. The regional programme will operate in Benishangul-Gumuz and Amhara regions in Ethiopia, Northern Bahr el Ghazal in South Sudan, and Kassala State in Sudan. 

At the regional level, UNHCR and UN-Habitat will contribute to regional policy dialogue under the IGAD Support Platform and contribute climate-sensitive spatial analysis and data products to advance discussions on investment corridors.
