Launch of new German-funded regional program in response to the Sudan regional crisis

Germany’s Federal Ministry for Economic Cooperation and Development (BMZ) has allocated EUR 10,000,000 from its Transitional Development Assistance financing instrument to UNHCR to support sustainable responses to the Sudan regional crisis. The funding will be channeled to Sudan as well as two countries that have been impacted by the conflict, Chad and South Sudan. 

In Chad, the support is in line with Chad’s national plan for the east of Chad 2025-2027 and its provincial development plans. Interventions will focus on investments in climate-resilient agriculture and market infrastructure to support the economic productivity of refugee and host communities, climate-sensitive water and sanitation infrastructure, as well the provision of training and equipment to local authorities leading on the refugee response in the east. In South Sudan, the interventions will center on supporting the Government of South Sudan to provide documentation to displaced persons. Investments will also fund the building of shelter, critical infrastructure (access roads) and water systems in areas that have received both Sudanese refugees and South Sudanese returnees from Sudan. In Sudan, the funding will support social protection systems, through maternal cash transfers to displaced and returnee populations, as well as invest in mental health programming both for the frontline workers as well as for the vulnerable and traumatized communities in the country. 

At the regional level, BMZ’s funding will support the Development Partners Group, new content creation on the Development Action Platform as well as the regional women-led forum in response to the Sudan regional crisis. In implementing this contribution, UNHCR will coordinate closely with UNICEF, WFP and other partners to leverage complementarities.

These investments are in line with Germany’s pledge at the Global Refugee Forum Progress Review in December 2025 to support the Sudanese displaced and host population in Sudan and the neighbouring countries by reducing the dependence of displaced on humanitarian aid, increase their resilience, and by supporting communities that host displaced persons.
